Fortier, will be leaving Norton
Rose OR LLP at the end of the
year to establish an independent
practice from offices in Montreal
and London. Fortier’s career has
spanned more than 50 years
with Ogilvy Renault LLP, which
merged with Norton Rose Group
earlier this year. He was
chairman of Ogilvy Renault from
1992 to 2009 and served on the
firm’s executive committee. From
1998 to 1992, Fortier served as
Canada’s ambassador to the
United Nations while on leave
from the firm. Fortier is an officer
of the Ordre National du Quebec
and a companion of the Order of
Canada. He holds honorary
degrees from six universities.
n;Howard Hampton, former
attorney general of Ontario and
former MPP for Kenora – Rainy
River has joined the corporate
social responsibility and Aborig-
inal affairs groups at Fasken Mar-
tineau LLP. Hampton served in
Ontario’s cabinet from 1990 to
1995, and as leader of the
Ontario NDP from 1996 to 2009.
n;Lara Zee has returned to
Harper Grey LLP as a senior
associate. Zee practiced with the
firm from 1996 to 2009, followed
by two years as in-house counsel
for the College of Physicians and
Surgeons of British Columbia.
She provides legal advice to cli-
ents with issues involving regula-
tory organizations. Jessica
Campbell has joined the firm as
an associate. She will be part of
the firm’s commercial litigation
and banking law groups and will
represent clients in civil litigation
matters and business disputes.
Karen Hacker’s career path
has traversed movies, toys and
magazines. Now she is immersed
in sport. Hacker, 51, is general
counsel and corporate secretary
for the Toronto 2015 Pan American/Parapan Am Games.
“I haven’t worked so hard since
I was articling,” Hacker says of
her 12-hour days and work every
weekend. “This is a very fast-
moving place, but it is unbeliev-
ably rewarding—a once in a life-
time opportunity. It’s amazing.”
After more than three decades
in the commercial world, Hacker
says she was looking for a not-
for-profit to cap her career. Her
previous job was in-house coun-
sel for magazine publisher St.
Joseph Communications, a pos-
ition she held for seven years. “I
was very happy, but I was looking
for something more…something
meaningful. I had just turned 50
and wanted something different,
something special.”
Returning to private practice
was not an option, Hacker says,
because she no longer had exper-
tise in any one area. Since
Hacker does not like looking for
work while working, she quit St.
Joseph, took some time off, then
looked around and applied for
the Pan Am job when it was
posted earlier this year. “It’s
absolutely perfect,” she says of
her first few months into a five-
year contract.
St. Joseph was her third in-house counsel position after
starting her career practising
mostly real estate law for a decade. That background landed her
a job with Cineplex Odeon, which
needed her leasing knowledge.
From there she moved to Irwin
Toy and then St. Joseph, discovering that she preferred being
in-house to private practice.
Hacker explains: “In-house,
you are close to the business and
part of a team responsible for
driving a company forward. You
deal with a much wider range of
issues than in private practice.

After a while, you are no longer
an expert, but you have become
a strong generalist.”
Those skills make Hacker an
ideal fit for the Pan Am Games.
Her legal work touches on all
aspects of event venues, spon-
sorship arrangements, procure-
ment, broadcast and performer
rights, dealings with the 17
municipalities involved in the
Games, security and transpor-
tation to name a few. “I’ve
learned how to handle a wide
range of issues,” says Hacker.
“That’s why I’m here. I deal
with a ton of legal agreements.
All by myself.”
But help is on the way. Cur-
rently, the Pan Am Games organ-
izing committee has 40 staff. That
number will steadily grow to 400,
including a half dozen new law-
yers Hacker plans to hire before
the Games open on July 10, 2015.
They close on July 26 and the
Parapan Am Games, a qualifier
for the 2016 Rio de Janeiro Para-
lympics, are a month later.
