other country. There will also be
increased co-operation in joint
approaches affecting security,
health and safety of both coun-
tries, including enhancements
to the Canada-U.S. agreement
on emergency management
coordination which allows sup-
plies and people to cross the
border in declared emergencies.
This agreement has already
been invoked in past hurri-
canes, forest fires and floods,
and allowed Canadians and
Americans to operate in each
other’s country during these
disasters.
Continental standardization
A frustration for businesses
on both sides of the border has
been the maze of different stan-
dards that exist at the provin-
cial, state and federal levels and
the continued change that
occurs in these rules. Recogniz-
ing that these changes impact
whether businesses can con-
tinue to trade across the border,
Canada and the U.S. also under-
took at the February meeting to
establish a bilateral Regulatory
Coordination Council (RCC) by
May of this year.

Clean energy and the
continental grid
Since 2009, Canada and the
U.S. have had a working group
comprised of Canada’s Ministry
of the Environment and its U.S.
Department of Energy counterpart to establish common
approaches to the development
of clean energies, the improvement of the Canada-U.S. electricity grid and the identification of market opportunities for
clean energy suppliers.
The February meeting of
Canada and the U.S. announced
the most recent co-ordination
of bilateral clean energy and
carbon capture regulation, as
well as the identification of
market opportunities and
potential future clean energy

together on bilateral initiatives
through their working group to
enhance the energy trade
between the two countries.
While NAFTA may not be
expanded or enhanced, Canada
and the U.S. continue to work at
the expansion of trade between
the two countries by bilateral
agreement. The true measure of
how much trade can be
expanded through these latest
agreements, however, remains
to be seen. n
